FINAL REPORT ON A PROJECT TO PROVIDE A HELICOPTER UNIT TO THE PATROL DIVISION OF THE RICHMOND (CA) POLICE DEPARTMENT FROM AUGUST 1970 TO AUGUST 1971.
Abstract
THE GOALS OF THE PROGRAM CENTERED AROUND CRIME REDUCTION. THERE IS STRONG ANELDOTAL EVIDENCE (DOCUMENTED BY OFFENSE REPORTS AND CITIZEN LETTERS) THAT THE PROGRAM IS MEETING MOST OF ITS GOALS. A QUESTIONNAIRE DISTRIBUTED TO SWORN OFFICERS IN RICHMOND FOUND THEM TO BE HIGHLY FAVORABLE TOWARD THE PROGRAM. PART I CRIME STATISTICS WERE INCONCLUSIVE IN SHOWING PROGRAM RESULTS, ALTHOUGH STATISTICS WERE ONLY AVAILABLE FOR A SIX-MONTH PERIOD. THE RATIO OF APPREHENSION AND ARREST TO TOTAL FELONY ASSIGNMENTS HAS BEEN FAR BETTER THAN THAT OBTAINABLE WITH PATROL CARS.
