Abstract
THE AUTHOR DEMONSTRATES THAT DENIAL OF TREATMENT DUE TO THE LACK OF EXISTING FACILITIES VIOLATES THESE JUVENILES' STATUTORY AND CONSTITUTIONAL RIGHTS. SEVERAL ATTEMPTED AND PROPOSED SOLUTIONS ARE EXAMINED. JUDICIAL DECISIONS RELATING TO THE RIGHTS OF MENTALLY ILL OFFENDERS TO TREATMENT ARE REVIEWED. (AUTHOR ABSTRACT MODIFIED)
