Abstract
The riot began when an escape attempt by two inmates escalated into mayhem. Three guards and two inmates died in the aftermath of the disturbance. Interviews with inmates and staff tend to support allegations of inmate mistreatment by guards and denial of their right to counsel. The author suggests that an outside, objective investigation be conducted concerning officer misconduct, with its results released to the public. Inmates' privileges and rights should be restored, and Canada's Penitentiary Service Regulations should be amended to provide for a broader inmate access to counsel. Seven footnotes are supplied.
