THE RAPID EXPANSION IN THE UTILIZATION AND TRAINING OF COURT ADMINISTRATORS IS TRACED, AND POSSIBLE SOURCES OF CONCERN IN THE ACCEPTANCE OF COURT ADMINISTRATORS ARE EXAMINED.
Abstract
IN AUGUST 1969, CHIEF JUSTICE BURGER PROPOSED THAT A PLANNING EFFORT BE UNDERTAKEN TO ESTABLISH A PROGRAM THAT WOULD SUPPLY COURT MANAGEMENT SPECIALISTS. A TASK FORCE WAS ESTABLISHED, AND OUT OF ITS WORK, THE INSTITUTE FOR COURT MANAGEMENT (ICM) WAS DEVELOPED IN 1970. THIS ARTICLE TRACES THE PROGRESS MADE SINCE 1970 IN THE NATIONAL EFFORT TO INCREASE THE USE OF COURT ADMINISTRATORS. IT IS NOTED THAT BY OCTOBER 1976, 220 MEN AND 16 WOMEN HAD COMPLETED THE COURT EXECUTIVE DEVELOPMENT PROGRAM OF THE ICM. THE TYPES OF POSITIONS HELD BY THESE INDIVIDUALS ARE REPORTED. NOTABLE INCREASES IN THE NUMBER OF COLLEGE PROGRAMS IN JUDICIAL ADMINISTRATION ARE ALSO REPORTED. IN SPITE OF THESE EXPANSIONS, IT IS NOTED THAT SOME PROBLEMS STILL EXIST IN UTILIZING COURT ADMINISTRATORS. PRIMARILY, THESE PROBLEMS ARE SEEN TO STEM FROM THE RELATIONSHIP BETWEEN JUDGES AND ADMINISTRATORS. THE AUTHOR CALLS FOR GREATER SENSITIVITY TO THE CONCEPT OF JUSTICE ON THE PART OF COURT ADMINISTRATORS AND GREATER RECOGNITION OF THE IMPORTANCE OF ADMINISTRATION ON THE PART OF JUDGES AND LAWYERS...DMC
