This document highlights the Regional Information Sharing Systems (RISS) Program accomplishments for the year 2000.
Abstract
The overall objective of the RISS Program is to support member agency efforts to combat criminal conspiracies and activities that span multijurisdictional boundaries. The RISS Program is comprised of six regional intelligence centers operating in mutually exclusive geographic regions that include all 50 states, the District of Columbia, United States (U.S.) territories, Canada, Australia, and England. The six centers serve over 5,600 local, State, and Federal law enforcement agencies by facilitating and encouraging information sharing and communications to support their investigation and prosecution efforts. The six regional centers are experiencing increased demands on their services by all the law enforcement agencies they serve. All centers combined assisted their member agencies in making 3,368 arrests by providing information, analytical services, equipment loans, and confidential funds to support their investigations. Seizures or recoveries of over $18 million in narcotics, nearly $8 million in property, and over $7 million in currency are attributed to member agency use of the RISS center services. Over 38,000 officers attended specialized training and information sharing conferences offered by RISS. The number of records in the six criminal intelligence databases combined increased to nearly 2.2 million by the end of 2000. The implementation and operation of information technology to aid member agency investigations and prosecutions has been a high priority. Information technology provides rapid access by member agencies using riss.net to the criminal intelligence databases, RISSLeads, and other resources. There are 6,377 officers connected for online access via riss.net. A total of nine High Intensity Drug Trafficking Areas are currently connected, with six more connections pending.
