Abstract

This document was developed by a workgroup formed by the Children's Bureau of the Administration for Children and Families and comprised of representatives from Tribal child welfare programs, evaluators, university researchers, technical assistance providers, and Federal program partners. The aim of the workgroup was to create a way for interested stakeholders to develop a collaborative and effective evaluation that could be used to improve Tribal child welfare programs. This document provides a roadmap, or guidelines to assist 11 stakeholder groups that play a role in the evaluation process. The 11 groups are Program Directors, Tribal Evaluators, Evaluation Partners, Program Staff, Tribal Government Leaders, Policymakers, Community Members, Cultural Authorities and Spiritual Leaders, Tribal Colleges, Universities, and Professional Organizations. The primary aim of this roadmap is to facilitate discussion, partnerships, planning, policymaking, and the development of new methods for evaluating Tribal child welfare programs.
