FINAL REPORT OF THE ROCHESTER-MONROE COUNTY CRIMINAL JUSTICE PILOT CITY PROGRAM, PROVIDING A BRIEF BACKGROUND PERSPECTIVE OF THE PROGRAM AND HIGHLIGHTING MAJOR ACCOMPLISHMENTS.
Abstract
THE ROCHESTER-MONROE COUNTY CRIMINAL JUSTICE PILOT CITY PROGRAM WAS DESIGNED AS A RESEARCH AND DEVELOPMENT PROGRAM WITH THE OVERALL GOALS OF REDUCING CRIME AND DELINQUENCY, UPGRADING THE CRIMINAL JUSTICE SYSTEM, AND IMPROVING THE QUALITY OF JUSTICE. TO MEET THESE GOALS, THE PROGRAM WAS INVOLVED IN PILOT RESEARCH TO DEFINE AND DIAGNOSE CRIMINAL JUSTICE SYSTEM PROBLEMS; PROVIDING TECHNICAL ASSISTANCE TO CRIMINAL JUSTICE AGENCIES TO IMPROVE PLANNING SKILLS AND RESEARCH AND MANAGEMENT CAPABILITIES; AND DEVELOPMENT OF MODEL DEMONSTRATION PROJECTS IN THE LOCAL COMMUNITY. RESEARCH STUDY REPORTS AND TECHNICAL ASSISTANCE REPORTS PRODUCED BY THE PROJECT ARE SUMMARIZED. PROJECT ACTIVITIES IN POLICE, COURTS, CORRECTIONS, AND THE JUVENILE JUSTICE SYSTEM ARE DESCRIBED. POLICY AND PROGRAM COORDINATION IS BRIEFLY REVIEWED.
