The general direction of growth in the child and youth care field in the past 10 years has ignored the role of the administrator in the development and maintenance of quality programs.
Abstract
Researchers have found in study after study that the variable associated with success or failure is the quality of leadership. The child and youth care administrator must establish a long range plan, develop yearly goals and objectives, establish a reward system, develop a governance structure, create a supervisory system, and be responsible for designing a safe and orderly environment for all person involved in the organization. The pivotal nature of the administrator's role needs to be recognized. The pattern of administrative staffing in child and youth care programs is characterized by a system of promotion as reward; this pattern does not always produce competent leaders. Recommendations geared toward the professional development of current administrators and the preparation for those who will serve in this capacity in the future include: (1) inservice training; (2) degree programs; (3) organization and conferences; (4) journal articles and newsletters; and (5) certificate programs. 10 references.
