AN EXAMINATION OF CAUSES OF CRIME INCREASE AND THE INADEQUACIES OF THE POLICE FORCE, WITH RECOMMENDATIONS FOR IMPROVING ITS ROLE AND EFFECTIVENESS.
Abstract
POOR EDUCATION, OFFICERS' ALLEGIANCES TO CLANS, AND LOW MORALE ARE CITED AS REASONS FOR INEFFECTIVE POLICE PERFORMANCE. AN INCREASING CRIME RATE IS NOTED WITH CAUSES BEING ATTRIBUTABLE TO URBAN UNEMPLOYMENT, EXTENSIVE CONSUMPTION OF ALCOHOL, AND TRIBAL WARFARE RESULTING FROM LAND DISPUTES. THE DANGERS OF THE POLICE BECOMING ASSOCIATED WITH SUPPRESSIVE POLICIES OF A SINGLE PARTY SYSTEM ARE NOTED. AN IMPARTIAL ADMINISGRATION OF LAWS WHICH ACCORD RESPECT FOR HUMAN DIGNITY WITHIN A DEMOCRATIC SYSTEM IS THE ROLE ENVISIONED FOR THE POLICE AFTER INDEPENDENCE. PAY, WORKING CONDITIONS, ENTRY STANDARDS, TRAINING AND DISCIPLINE ARE LISTED AS AREAS WHERE IMPROVEMENT COULD INCREASE PRIDE IN BELONGING TO THE POLICE AS WELL AS OPERATING EFFECTIVENESS.
