Abstract
THE AUTHOR DISCUSSES THE ARGUMENTS WHICH HAVE BEEN MADE IN FAVOR OF REMOVING THE INITIATION OF PROCEEDINGS FROM POLICE HANDS, BUT CONCLUDES THAT THE POLICE ARE BEST SUITED FOR THIS TASK BECAUSE THEY ARE FREE FROM PARTIALITY.
