Abstract
EXPANSION OF THE PAROLE SYSTEM IS ONE OF THE CHOICES THAT MIGHT REDUCE THE PRISON POPULATION WHICH IS BETWEEN FOUR AND SIXTEEN TIMES HIGHER (PER CAPITA) THAN THE NETHERLANDS, NORWAY, SWEDEN, BELGIUM, FRANCE, DENMARK, ENGLAND, AND FINLAND. RECOMMENDATIONS ARE ALSO MADE TO REEXAMINE THE PHILOSOPHY BEHIND SOUTH AFRICA'S CRIMINAL LAW.
