A MODEL FOR THE INVOLVEMENT OF STATE AGENCIES IN DEVELOPING AND MAINTAINING PROGRAMS OF HIGHER EDUCATION IN CRIMINAL JUSTICE IS DEVELOPED.
Abstract
IN ADDITION TO THE PUBLIC COLLEGES AND UNIVERSITIES IN WHICH CRIMINAL JUSTICE PROGRAMS ARE LOCATED, STATE AGENCIES COMMONLY INVOLVED IN ESTABLISHING AND MAINTAINING THESE PROGRAMS INCLUDE THE CENTRAL OFFICES OF STATEWIDE UNIVERSITY SYSTEMS, STATE LEGISLATURES, STATE POSTSECONDARY EDUCATION COORDINATING COUNCILS, VOCATIONAL EDUCATION UNITS OF STATE EDUCATION DEPARTMENTS, AND STATE CRIMINAL JUSTICE PLANNING AGENCIES. INFLUENCING STATE-LEVEL DECISIONMAKING IN CRIMINAL JUSTICE HIGHER EDUCATION ARE A NUMBER OF INTEREST GROUPS, INCLUDING PROFESSIONAL ASSOCIATIONS OF CRIMINAL JUSTICE PRACTITIONERS AND EDUCATORS, POLICE AND CRIMINAL JUSTICE TRAINING COUNCILS, INDIVIDUAL PROFESSORS, AD HOC FACULTY COMMITTEES, FACULTY POLICY UNITS, STATE AFFILIATES OF THE ACADEMY OF CRIMINAL JUSTICE SCIENCES, AND ORGANIZATIONS OF WOMEN AND MINORITIES. IN DEVELOPING GUIDELINES FOR THE ESTABLISHMENT AND MAINTENANCE OF CRIMINAL JUSTICE PROGRAMS, ATTENTION SHOULD BE DIRECTED TO PRESERVING THE VALUES OF HIGHER EDUCATION AND TO ASSURING THE EXISTENCE OF A CORE PROGRAM CAPABLE OF MEETING BOTH KNOWLEDGE AND MANPOWER NEEDS. THE RESPONSIBILITY OF INITIATING CRIMINAL JUSTICE PROGRAMS SHOULD LIE WITH FACULTY MEMBERS AND THEIR INSTITUTIONS, WHICH SHOULD TAKE INTO CONSIDERATION THE POSITIONS OF THE INTEREST GROUPS. THE ROLE OF THE STATE SHOULD BE TO DETERMINE THE NEED FOR GRADUATES OF CRIMINAL JUSTICE PROGRAMS AND TO OVERSEE THE PROGRAMS' CONTINUITY AND QUALITY. THE STATE ROLE SHOULD BE LIMITED TO PARTICIPATION THROUGH THE INSTITUTIONS IN WHICH CRIMINAL JUSTICE PROGRAMS ARE ESTABLISHED; THE SYSTEMS OF WHICH THESE INSTITUTIONS ARE A PART; COORDINATING COUNCILS WHICH PERFORM FINANCIAL AND PROGRAM ACCOUNTING FUNCTIONS; AND STATE LEGISLATURES, WHICH PROVIDE FUNDING. THESE ENTITIES SHOULD FOCUS ON THE NUMBER AND GEOGRAPHIC SPREAD OF PROGRAMS REQUIRED TO MEET RESEARCH AND MANPOWER NEEDS; THE ARTICULATION OF 2-YEAR, 4-YEAR, AND GRADUATE PROGRAM CONTENT; AND THE QUALITY OF INSTRUCTION.
