This 1996 annual report for the Royal Hong Kong Police Force addresses force organization, operations, activities in the various regions served, personnel and training, management service, administration and finance, and performance pledges, as well as police statistics.
Abstract
The report contains the Police Commissioner's Statement of Strategic Directions. This statement focuses on force-wide initiatives, operational initiatives, and management initiatives. The year-end crime figures show a 14-percent decline over those for 1995, with a crime rate per 100,000 head of population which dropped by 16.1-percent to 1,253 the lowest in 15 years. As the police force has come under the government of China, the "Royal" title has been dropped and the insignia has changed, but uniforms remain unchanged, as do police responsibilities for maintaining law and order and the integrity of Hong Kong's border with China, which will stay in place. There will be no changes in the professional, politically neutral manner in which the police fulfill their responsibilities. Although a number of experienced officers have left the force and turnover has been higher in some of the senior ranks, this was anticipated. There is a pool of qualified officers at each rank ready to fill all of the vacancies as they arise. Data for 1996 cover the number of persons arrested by age group and sex, miscellaneous offenses reported from 1994 to 1996, traffic accidents and casualties for 1995 and 1996, contributory factors in accidents for 1995 and 1996, and traffic prosecutions for 1995 and 1996.
