THE AUTHORITY, PURPOSE, APPLICABILITY, POLICY, AND PROCEDURES OF THE ENABLING BOARD GOVERNING OREGON'S STATE SUPPORT OF COMMUNITY CORRECTIONS ARE DEFINED AND DESCRIBED.
Abstract
THE RULES PRESENTED ACCORDING TO SECTION 6 OF THE COMMUNITY CORRECTIONS ACT OF OREGON PRESCRIBE MINIMUM STANDARDS FOR THE ESTABLISHMENT, OPERATION, AND EVALUATION OF COMMUNITY CORRECTIONS UNDER A COMMUNITY CORRECTIONS PLAN. THE PURPOSE OF THE ACT IS TO OFFER COUNTIES THE OPTION OF RECEIVING FUNDS FOR A LOCALLY-DESIGNED COMPREHENSIVE COMMUNITY CORRECTIONS PLAN, TO GIVE ASSISTANCE, IF REQUESTED, TO COUNTIES IN IMPLEMENTING AN APPROVED PLAN, DESCRIBE HOW PLANS MAY BE MODIFIED OR AMENDED, AND DELINEATE HOW PARTICIPATION BY COUNTIES MAY BE TERMINATED. THE RULES APPLY TO EVERY ORGANIZATION OR AGENCY SEEKING OR RECEIVING FUNDS THROUGH THE COMMUNITY CORRECTIONS ACT. FUNDING TO ANY COUNTY OR ORGANIZATION OR AGENCY IN A COUNTY MUST BE PRECEDED BY THE DEVELOPMENT OF A LOCAL COMPREHENSIVE COMMUNITY CORRECTIONS PLAN WHICH SHOWS THE CORRECTIONS SERVICES MOST IMPORTANT TO COUNTY GOVERNMENT. PROCEDURES FOR THE DEVELOPMENT OF SUCH A PLAN ARE DETAILED IN THE RULES. THE PLAN MUST BE APPROVED AT THE STATE LEVEL BEFORE FUNDING IS ALLOWED. PARAMETERS FOR THE EXPENDITURES OF FUNDS RECEIVED BY COMMUNITIES ARE INDICATED. EVALUATION OF FUNDED PROGRAMS IS REQUIRED, AND A STATEWIDE INFORMATION SYSTEM, SUPPLIED WITH DATA FROM THE VARIOUS COUNTIES, WILL COLLECT DATA TO BE USED IN EVALUATION STUDIES. PROCEDURES FOR DETERMINING NONCOMPLIANCE TO THE RULES ARE INDICATED. THE RULES PROVIDE FOR THE GOVERNOR'S APPOINTMENT OF A COMMUNITY CORRECTIONS ADVISORY BOARD, COMPOSED OF 15 MEMBERS. THIS BOARD IS TO REVIEW THE COMMUNITY CORRECTIONS PLANS OF COUNTIES AND MAKE RECOMMENDATIONS TO LOCAL CORRECTIONS ADVISORY COMMITTEES, AS WELL AS ADVISE THE ADMINISTRATOR OF THE CORRECTIONS DIVISION. THE STATE'S 1977 DISTRIBUTION OF FIELD SERVICES BUDGET FUNDS AND ENHANCEMENT GRANT FUNDS IS INDICATED COUNTY-BY-COUNTY. (RCB)
