DISCUSSES THE NECESSITY OF SOCIETY BEING STRUCTURED OUT OF LAWS AND POLITICAL AND SOCIAL INSTITUTIONS RESPONSIVE TO THE NEEDS OF ALL CITIZENS AS A PRESCRIPTION FOR VIOLENCE, AND RECOMMENDS SPECIFIC REFORMS.
Abstract
LAW AND INSTITUTIONS OF THE POLITICAL AND SOCIAL ORDER ARE CHALLENGED TO RELATE TO THE NEEDS OF THE POOR, BLACKS, AND OTHERS EXPERIENCING SOCIAL, POLITICAL, AND ECONOMIC ALIENATION FROM THE MAINSTREAM OF NATIONAL LIFE. THE ROLES OF LOCAL GOVERNMENT, THE FEDERAL ELECTORAL PROCESS, CONGRESS, THE FAMILY, EDUCATION, AND THE CHURCH RE TREATED WITH REFERENCE TO THEIR CONTRIBUTION TO THE PROCESS OF HEALTHY, STABLE SOCIALIZATION. GENERAL GUIDELINES FOR CRIMINAL JUSTICE REFORM ARE OFERRED, ALONG WITH SPECIFIC RECOMMENDATIONS FOR POLICE, COURTS, AND CORRECTIONS. AN ANALYSIS OF THE PROBLEM AND REMEDIAL PROPOSALS ARE PRESENTED FOR OFFICIAL RESPONSES TO MASS DISORDER. CITIZEN INVOLVEMENT IN LAW ENFORCEMENT, THE PROBLEMS OF BAIL, CONSTITUTIONAL RIGHTS OF THE ACCUSED, THE ADMINISTRATION OF JUSTICE UNDER EMERGENCY CONDITIONS, AND OVERCRIMINALIZATION ARE GIVEN PARTICULAR ATTENTION.
