THE 1979 AMENDMENTS TO THE VIRGINIA CRIMINAL JUSTICE SERVICES COMMISSION RULES REGARDING MINIMUM TRAINING STANDARDS FOR LOCAL JAILORS OR CUSTODIAL OFFICERS ARE OUTLINED.
Abstract
EVERY JAILOR OR CUSTODIAL OFFICER MUST COMPLETE COMPULSORY MINIMUM TRAINING ESTABLISHED BY THE COMMISSION WITHIN 12 MONTHS FROM THE DATE OF HIS/HER EMPLOYMENT. TRAINING CAN BE OBTAINED BY ATTENDING AND GRADUATING FROM AN APPROVED TRAINING SCHOOL; OFFICERS IN TRAINING ARE REQUIRED TO ATTEND ALL CLASSES AND CANNOT BE PLACED ON DUTY OR ON CALL EXCEPT IN EMERGENCY CASES. NO MORE THAN 10 PERCENT ABSENCE IS ALLOWED DUE TO INJURY, ILLNESS, OR COURT. THE COMMISSION DETERMINES WHAT SCHOOLS ARE APPROVED, BASED ON CURRICULUMS, INSTRUCTORS, FACILITIES, AND EXAMINATIONS. EACH SCHOOL DIRECTOR IS REQUIRED TO MAINTAIN A CURRENT FILE OF LESSON PLANS AND SUPPORTING MATERIALS FOR COURSES IN THE COMPULSORY MINIMUM TRAINING PROGRAM. THE SCHOOL DIRECTOR MUST SUBMIT GRADE REPORTS ON EVERY OFFICER WITHIN 15 WORKING DAYS AFTER COURSE COMPLETION. ALL OFFICERS MUST ATTAIN A MINIMUM GRADE OF 70 PERCENT IN EACH GRADING CATEGORY TO COMPLETE TRAINING SATISFACTORILY. FIREARMS TRAINING MUST ENCOMPASS: SAFETY, NOMENCLATURE, AND LEGAL ASPECTS; DRY FIRING AND APPLICATION OF SHOOTING HANDWEAPONS; BULL'S EYE; POSITION SHOOTING; DOUBLE ACTION; TACTICAL REVOLVER OR PRACTICAL PISTOL (TIMED SHOOTING); AND FAMILIARIZATION WITH SHOTGUN, RIFLE (NO FIRING), AUTOMATIC PISTOL (NO FIRING), AND GAS GUN AND GAS EQUIPMENT. AS PART OF TRAINING, EACH OFFICER MUST EARN A VALID FIRST AID CARD APPROVED BY THE NATIONAL RED CROSS OR BY VIRGINIA'S EMERGENCY MEDICAL TECHNICIAN PROGRAM. COMPONENTS OF MANDATORY TRAINING FOR ALL OFFICERS ARE CATEGORIZED ACCORDING TO ADMINISTRATION, SKILLS, LEGAL MATTERS, JAIL OPERATION, JAIL SECURITY PROCEDURES, AND COMMUNITY RELATIONS. A SAMPLE GRADING SHEET IS INCLUDED.
