THE FEDERAL REGISTER ITEMIZES REQUIREMENTS FOR THE ADMINISTRATION OF RUNAWAY YOUTH PROGRAM GRANTS. IT DEFINES TERMS, LISTS DOLLAR PERCENTAGES, AND CLARIFIES THE ADMINISTRATIVE POLICY.
Abstract
GRANTS FROM THE U.S. DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE (HEW) FOR THE CARE OF RUNAWAYS MAY BE GIVEN WHEN CERTAIN CONDITIONS ARE MET. THE GRANTS ARE DESIGNED TO GIVE FINANCIAL ASSISTANCE TO STATES, LOCALITIES, AND PRIVATE NONPROFIT AGENCIES WHICH WANT TO IMPLEMENT THE JUVENILE JUSTICE AMENDMENTS OF 1977 THROUGH DEVELOPMENT OR STRENGTHENING OF TEMPORARY SHELTERS, COUNSELING, AND AFTERCARE SERVICES. THE GRANTEES MUST BE OUTSIDE THE LAW ENFORCEMENT STRUCTURE OR JUVENILE JUSTICE SYSTEM AND MUST OFFER TECHNICAL ASSISTANCE AND SHORT-TERM TRAINING TO THOSE WHO WOULD RUN THE SHELTER. OTHER HEW REQUIREMENTS FOR GRANTEES INCLUDE MANAGEMENT AND TRAINING, COUNSELING AND CRISIS INTERVENTION TECHNIQUES, AND COOPERATION WITH THE NATIONAL TOLL-FREE HOTLINE FOR RUNAWAYS. FINALLY, GRANTEES MUST SUBMIT A STATISTICAL REPORT PROFILING THE CLIENTS SERVED. GROUPS MOST LIKELY TO RECEIVE GRANTS ARE THOSE WITH PREVIOUS SUCCESSFUL EXPERIENCE. THE GRANT PERIOD IS USUALLY 1 YEAR AND MAY NOT EXCEED 3 YEARS. (RFC)
