Abstract
PANELISTS DISCUSS THE GROWING PROBLEM OF RUNAWAYS, WHY THEY RUN, WHAT SOMETIMES HAPPENS TO THEM, AND HOW THEY ARE HANDLED BY THE JUVENILE JUSTICE SYSTEM. THIS IS FOLLOWED BY A BRIEF OUTLINE OF WHAT THE DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE HAS BEEN DOING ABOUT THE RUNAWAY PROBLEM, AND THE SORT OF ACTION THAT CAN BE EXPECTED FROM THE DEPARTMENT AS A RESULT OF THE JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT. AN EXAMINATION OF THE APPROPRIATENESS AND EFFECTIVENESS OF PROBATION FOR TREATING JUVENILE DELINQUENTS AND OFFENDERS CITES THE NEED FOR DIFFERENTIAL TREATMENT INVOLVING CLASSIFICATION OF OFFENDERS, VARIED CASELOAD SIZES, AND STANDARDIZED CASE ANALYSIS AND PLANNING PROCEDURES. AN ANALYSIS OF FUTURE ALTERNATIVES TO TRAINING SCHOOLS PREDICTS BURGEONING INSTITUTIONAL POPULATIONS (THE RESULT OF COMMUNITY REACTION TO INCREASED JUVENILE CRIME AND THE IRRESPONSIBLE APPLICATION OF THE DIVERSION PRINCIPLE) FOLLOWED BY COURT-MANDATED INSTITUTIONAL SERVICES, GREATER ACCOUNTABILITY FOR TREATMENT DECISIONS, AND INCREASED DUE PROCESS STANDARDS AND HEARINGS.
