This manual is intended to help sheriffs and other law enforcement administrators reduce the number, frequency, and severity of traffic crashes on their rural, non-interstate roads through planning and implementing specific programs related to the problem.
Abstract
The guidelines aim to assist rural law enforcement administrators in identifying specific problems related to traffic safety and to describe successful law enforcement programs and strategies currently used to solve similar problems. The guidebook also focuses on public information and education programs that will help administrators involve the community by gaining needed community support and raise motorists' awareness of the local crash problem. Finally, the manual suggests ways to develop a cooperative atmosphere among other highway safety professions to help identify and correct specific highway safety problems in a community. It notes that problems directly associated with rural traffic enforcement are the lack of funds to purchase basic equipment for enforcement and crash investigations, unavailability of quality training in drunk driving enforcement, lack of training in the use of speed enforcement equipment, and negative attitudes toward traffic law enforcement.
