THE 1979 REPORT OF THE RUSSELL SAGE FOUNDATION LISTS CURRENT RESEARCH IN AREAS OF PUBLIC POLICY: POLICY ANALYSIS, CITIZENSHIP, INSTITUTIONS AND CULTURE. CONTRACT PROJECTS AND FINANCIAL STATEMENTS ARE INCLUDED.
Abstract
PROGRAMS REMAINED LARGELY UNCHANGED FROM 1976. DETAILS ARE GIVEN ABOUT THE CONTRACT PROJECTS, AREAS OF RESEARCH, AND PUBLICATIONS FOR EACH OF THE FOUR AREAS OF INTERESTS TO THE FOUNDATION: PUBLIC POLICY ANALYSIS, CITIZENSHIP, INSTITUTIONS, AND CULTURE. THE RESEARCH PROGRAM IN CULTURE, WHICH IS FOCUSING ON CULTURAL PATTERN OF FOOD USED IS DIVIDED INTO THREE AREAS: GASTRONOMIC CATEGORIES, WHICH CONSIDERS FOOD AS A COMMUNICATION SYSTEM; SPECIAL TOPICS RELATED TO GASTRONOMIC CATEGORIES, WHICH INCLUDED RESEARCH ON DIETARY BEHAVIOR OF SPECIAL SEGMENTS OF THE POPULATION SUCH AS SCHOOL CHILDREN; AND ALTERNATIVE WAYS OF STUDYING CULTURAL PROCESSES. THE CITIZENSHIP PROGRAM AWARDED NO NEW CONTRACT PROJECTS, BUT CONTINUED TO REFLECT CONTINUING CONCERN WITH THE NATURE AND EFFECTIVE OPERATION OF DEMOCRACY. THE INSTITUTIONS PROGRAM INVESTIGATES GOVERNMENTAL, INTERMEDIARY, AND SOCIAL INSTITUTIONS BECAUSE THROUGH THESE ARE DETERMINED WHAT HAPPENS IN SOCIETY AT LARGE. TWO CHANGES WERE MADE IN THE PROGRAM'S DEFINITION: (1) A SHARPER EMPHASIS ON THE CENTRAL INSTUTIONAL APPROACH TO THE SUBJECT MATTER, I.E., AN APPROACH BASED ON ORGANIZATION, RULES AND PROCEDURES, RATHER THAN ON A POLICY ISSUE IN WHICH THE INSTITUTION MIGHT BE INVOLVED; AND (2) AN EXPANDED DEFINITION SO THAT THE PROGRAM WOULD BE UNDERSTOOD TO DEAL WITH THE WORKINGS OF A DEMOCRATIC SOCIETY, NOT JUST ORGANIZATIONAL EFFICIENCY PER SE. TECHNICAL POLICY STUDIES BASED ON REFLECTION AND SYNTHESIS, PARTICULARLY ON ENERGY ISSUES, ARE ANNOUNCED. PAPERS PRODUCED BY THE STAFF IN THE AREA OF SOLAR ENERGY POLICY ARE LISTED WITH THEIR AUTHORS. OTHER PROJECTS DESCRIBED INCLUDE THE NEW YORK CITY PROJECT, LAW AND SOCIAL SCIENCE, AND A PUBLISHING PROGRAM. FINANCIAL STATEMENTS CONCLUDE THE REPORT. (RFC)
