Abstract
THE PROJECT HAD THREE PHASES: DEVELOPMENT OF ADVERSARY ACTION SEQUENCES; ASSESSMENT OF VULNERABILITY OF NUCLEAR MATERIALS TO ADVERSARY ACTIONS DURING TRANSPORT; AND DEVELOPMENT OF CONCEPTUAL SAFEGUARDS SYSTEM DESIGN REQUIREMENTS TO REDUCE VULNERABILITY. THE PROJECT REPORT OPENS WITH AN OVERVIEW OF THE OBJECTIVES AND SCOPE OF THE STUDY. THE PROBLEM OF TRANSPORTING NUCLEAR MATERIALS, THE ADVERSARY THREAT, AVAILABLE SAFEGUARD STRATEGIES, AND GOVERNMENTAL INTERFACE ARE DISCUSSED. METHODS USED TO ACQUIRE DATA, DEVELOP THE ADVERSARY ACTION SEQUENCES AND VULNERABILITY ASSESSMENTS, AND ARRIVE AT THE CONCEPTUAL DESIGN REQUIREMENTS ARE DESCRIBED. THE ACTION SEQUENCES, VULNERABILITY ASSESSMENTS, AND DESIGN REQUIREMENTS ARE PRESENTED IN DETAIL. THE ADVERSARY ACTION SEQUENCES ARE BASED ON CLASSIFICATION OF ADVERSARIES BY TYPE (CRIMINAL, DISSIDENT, DEMENTED), BY MOTIVATION, BY RESOURCES, AND BY THE USE TO WHICH THEY INTEND TO PUT THE NUCLEAR MATERIALS. THE RECOMMENDED REQUIREMENTS ENCOMPASS DETERRENCE, INTELLIGNECE MANAGEMENT, PERSONNEL MANAGEMENT, AUTHORIZATION PROCEDURES, INFORMATION CONTROL, PHYSICAL SECURITY OF TRANSPORT SYSTEM FACILITIES, CONTINUOUS MONITORING OF MATERIALS DURING TRANSPORT, DEFENSE TECHNIQUES, RECOVERY CAPABILITY, AND SAFEGUARDS SYSTEM VERIFICATION. THE IMPACT OF THE RECOMMENDED REQUIREMENTS ON SOCIETY AND ON THE NUCLEAR POWER INDUSTRY IS ASSESSED. A BIBLIOGRAPHY IS INCLUDED. (LKM)
