THIS 5-YEAR PLAN FOR 1979 TO 1983 COVERS ACTIVITIES AND ORGANIZATIONAL ASPECTS OF THE SAFER FOUNDATION IN CHICAGO, ILL., AND FOUNDATION INVOLVEMENT IN PROVIDING SERVICES TO EX-OFFENDERS THAT AID IN REINTEGRATION.
Abstract
THE PRIMARY GOAL OF THE SAFER FOUNDATION IS TO HELP EX-OFFENDERS BECOME PRODUCTIVE MEMBERS OF SOCIETY, THUS CREATING A SAFER COMMUNITY. THE 5-YEAR PLAN DEFINES THE PHILOSOPHICAL BASE OF THE FOUNDATION AND DESCRIBES THE FOUNDATION'S SUPPORT SYSTEM. EXISTING OR PLANNED PROGRAMS CONCERN THE RETENTION OF PAROLEES IN EMPLOYMENT, THE PLACEMENT OF PROBATIONERS IN SCHOOL AND VOCATIONAL TRAINING, IMPROVED READING AND MATH LEVELS OF JUVENILE AND YOUNG ADULT OFFENDERS, CAREER MOTIVATION AND JOB SURVIVAL SKILLS FOR JUVENILE AND YOUNG ADULT OFFENDERS, PERSONAL COUNSELING AND THE PAIRING OF CLIENTS IN ONE-TO-ONE MATCHES WITH CITIZENS, THE CREATION OF SATISFACTION IN VICTIMS AND PERSONAL RESPONSIBILITY IN VIOLATORS BY RESTITUTION IN CASES OF PROPERTY CRIMES, THE ENLISTMENT OF SUPPORT (FAMILY, PEER, AND PARENTAL) FOR EX-OFFENDERS AND THEIR FAMILIES, THE SELECTION OF ADULT PAROLEES WITH A POTENTIAL FOR ADVANCED CAREERS, AND THE PLACEMENT OF JUVENILE OFFENDERS SELECTED FROM PRISONS AND COURTS IN FACILITIES AND PROGRAMS THAT ARE EDUCATIONAL AND CAREEER-ORIENTED AND THE OFFERING OF SUPPORTIVE THERAPY. THE PLANNING BASE OF THE FOUNDATION AND ITS IMPACT ON THE CRIMINAL JUSTICE SYSTEM AND ON CLIENTS ARE EXPLORED. ELEMENTS OF THE 5-YEAR PLAN ARE DETAILED, INCLUDING PROGRAMMATIC DESCRIPTIONS, GOALS AND OBJECTIVES OF THE SERVICE SYSTEM, ADMINISTRATION, THE SUPPORT SYSTEM, AND BOARD MEMBERS.
