Abstract
THE US HOUSE SUBCOMMITTEE HEARINGS INVESTIGATED PRIMARY ISSUES CONCERNING THE PERSONAL SAFETY OF UNITED STATES DIPLOMATIC PERSONNEL SERVING ABROAD, AND THE THREAT TO CONDUCT OF INTERNATIONAL RELATIONS POSED BY KIDNAPPINGS AND ASSASSINATIONS OF DIPLOMATS AND OTHER CITIZENS. TESTIMONY WAS HEARD FROM STATE DEPARTMENT OFFICIALS AND WRITTEN STATEMENTS WERE SUBMITTED FROM REPRESENTATIVES OF THE ORGANIZATION OF AMERICAN STATES (OAS). TESTIMONY WAS PRESENTED ON THE ARGENTINE INITIATIVE IN THE OAS ON KIDNAPPING. THE INITIATIVE SUGGESTS THAT MEMBER STATES ESTABLISH RESTRICTIONS ON ENTRY OR TRANSIT OF PERSONS CONNECTED WITH THESE CRIMES. PARTICULAR ATTENTION IS PAID IN THE HEARINGS TO THE QUESTION OF ASYLUM AS PROPOSED IN THE ARGENTINE INITIATIVE. (RFC)
