The 1993 annual report of the St. Paul, Minnesota, Police Department reflects the department's focus on community policing, the creation of a civilian review process for police misconduct cases, and police reorganization.
Abstract
The St. Paul Police Department has developed several innovative community policing programs, such as the Mobile Crisis Intervention Team and a program to enhance communication between the business community in the downtown area and skyway police officers. The Special Investigations Unit and the Vice Unit have been combined to enhance communication and investigative capabilities, and the FORCE (Focusing Our Resources on Community Empowerment) Unit has organized over 900 block clubs. The Systems Unit has expanded computer capabilities department-wide with the addition of terminals in team house sites. This expansion gives police officers direct access to criminal history checks of suspects and police service calls to specific addresses. The Training Unit has increased the number of training hours provided to sworn personnel and recruits by 73 percent. The annual report details the St. Paul Police Department's decentralization and reorganization and community policing initiatives. Information is also included on department awards and commendations, promotions and retirements, the budget, complaints and dispositions, offenses, arrests, and police service calls.
