REPORT OF A TECHNICAL ASSISTANCE STUDY CONCERNED WITH THE FEASIBILITY OF CONSOLIDATING THE POLICE SERVICES IN SALUDA COUNTY (SC) WITH EMPHASIS ON COST-BENEFIT AND ORGANIZATIONAL FACTORS AND LEGAL CONSTRAINTS.
Abstract
THE STUDY WAS UNDERTAKEN IN AN EFFORT TO DETERMINE THE FEASIBILITY OF ORGANIZING MUNICIPAL AND COUNTYWIDE LAW ENFORCEMENT SERVICES TO INCREASE THE EFFECTIVENESS AND EFFICIENCY OF POLICING IN THE RURAL COUNTY WITH A POPULATION OF APPROXIMATELY 14,600. IT INVOLVED THE ANALYSIS OF STATISTICAL FACTORS AND OTHER DATA INCLUDING COSTS, REPORTED CRIME, ARRESTS, CALLS FOR SERVICES, STAFFING, EQUIPMENT, AND WORKLOAD CRITERIA AS WELL AS INTERVIEWS WITH COUNTY LAW ENFORCEMENT OFFICIALS AND STATE AND REGIONAL CRIMINAL JUSTICE PLANNERS. THE TECHNICAL ASSISTANCE CONSULTANT ADVISES CONSOLIDATING SERVICES AND RECOMMENDS SEVERAL ALTERNATIVES.
