THIS MANUAL TEACHES EVALUATORS HOW TO USE THE STANDARD ACHIEVMENT MONITORING AND EVALUATION LEVELS SYSTEM (SAMELS) IN EVALUATING STATE-FUNDED LAW ENFORCEMENT PROGRAMS IN VIRGINIA.
Abstract
THREE LEVELS OF PROGRAMS ARE IDENTIFIED AND GIVEN SEPARATE EVALUATION INSTRUCTIONS: (1) FUNDING FOR EQUIPMENT, PERSONNEL, OR BUILDINGS AND FEASIBILITY STUDIES; (2) FUNDS FOR IMPROVING LAW ENFORCEMENT PROGRAMS OR IMPLEMENTING EXISTING STRATEGIES; AND (3) FUNDS FOR NEW TRAINING PROGRAMS OR TO IMPLEMENT NEW STRATEGIES. LEVEL I PROJECTS WILL SUBMIT SEMIANNUAL REPORTS AND BE MONITORED ONLY WHEN PROBLEMS DEVELOP. LEVEL II PROJECTS WILL SUBMIT SEMIANNUAL REPORTS AND BE MONITORED ON-SITE ONCE IN A GRANT YEAR AND ONCE BY TELEPHONE. LEVEL III PROJECTS WILL BE MONITORED ON-SITE TWICE DURING A GRANT YEAR, WILL SUBMIT QUARTERLY REPORTS, AND WILL RECEIVE FEEDBACK QUARTERLY. ALL PROJECTS WILL RECEIVE TECHNICAL ASSISTANCE AS NEEDED AND WILL BE REQUIRED BEFORE THEY RECEIVE GRANTS TO SUBMIT WORKPLANS LISTING ALL PROJECT OBJECTIVES, ACTIVITIES, PLANNED STARTING AND COMPLETION DATES, AND THEIR METHODS OF DOCUMENTING ACTIVITY. EVALUATION WIL BE BASED ON WORK PLANS. WHEREAS LEVELS I AND II EVALUATIONS WILL FOCUS ON PROJECT MANAGEMENT, LEVEL III PROJECTS WILL BE ALSO EVALUATED FOR EFFECTIVENESS. OTHER TOPICS COVERED INCLUDE HOW TO NOTIFY GRANTEES ABOUT MONITORING REQUIREMENTS; CRITERIA FOR SELECTING PROGRAMS FOR INTENSIVE LEVEL II EVALUATIONS; EXAMPLES OF SEMIANNUAL, QUARTERLY AND OTHER REPORTING FORMS FOR ALL LEVELS; WORKPLAN FORMS; AND OTHER NECESSARY FORMS AND INSTRUCTIONS.
