The resource materials contained in this document are designed to accompany the solutions report drafted as part of a three-phase project to examine causes of, and solutions to, the jail overcrowding problem in San Francisco.
Abstract
The first phase of the project identified and analyzed factors contributing to jail overcrowding, the second presented alternative strategies to regulate jail crowding factors, and the third established an implementation plan. The issues discussed in the materials include the court's role in managing jail populations, the prosecutor's role, speedy trial experiences from other counties in California, and court delay information.
