FINAL REPORT ON A PROJECT TO INCREASE THE EFFECTIVENESS OF SAN FRANCISCO'S DRUG CONTROL EFFORTS WITH ADDITIONAL PERSONNEL, SPECIALIZED EQUIPMENT AND VEHICLES, INCREASED AND SPECIALIZED TRAINING, AND GREATER 'PURCHASE' FUNDING.
Abstract
NINE SPECIFIC GOALS, SUCH AS INCREASING THE RATIO OF CONVICTIONS TO ARRESTS AND IMPROVING INTER-AGENCY COMMUNICATIONS, WERE SPECIFIED. PROJECT EVALUATION INVOLVED ASSESSMENT OF PROGRESS IN ALL FIVE AREAS, USING COMPUTER ANALYSIS OF ARREST AND SEIZURE STATISTICS, AS WELL AS INFORMATION ON POLICE ACTIVITIES. PROGRESS TOWARD FOUR OF THE GOALS COULD NOT YET BE DETERMINED DUE TO LACK OF INFORMATION ON SUCH ITEMS AS CONVICTIONS AND IMPACT ON CRIME RATES. A MAJOR RESULT WAS FOUND TO BE THAT FEWER ARRESTS WERE MADE UNDER THE PROJECT, BUT AMOUNTS OF DRUGS SEIZED INCREASED SIGNIFICANTLY, INDICATING THAT 'HIGHER ESCHELON' OFFENDERS WERE BEING REACHED. DATA AND INFORMATION USED IN THE EVALUATION, AS WELL AS THE COMPUTER PROGRAM USED, ARE PRESENTED IN APPENDIXES.
