THE FOCUS OF THIS STUDY WAS AN ASSESSMENT OF THE SERVICES AVAILABLE TO ALL YOUTH IN SAN FRANCISCO, WITH AN EMPHASIS ON THE SERVICES PROVIDED TO DELINQUENT YOUTH.
Abstract
AN OVERVIEW OF THE DIMENSIONS OF JUVENILE DELINQUENCY IN SAN FRANCISCO AND FACTORS LEADING TO THIS DELINQUENCY IS FOLLOWED BY A SYNOPSIS OF THE JUVENILE JUSTICE PROCESS UP TO THE POINT OF SUPERVISION OR OUT-OF-HOME PLACEMENT, SCHOOL SYSTEM DELINQUENCY PREVENTION SUPPORT SERVICES AND PRIVATE, COMMUNITY-BASED YOUTH-SERVING AGENCIES IN THE CITY ARE ANALYZED. FOUR BROAD CATEGORIES OF AGENCIES ARE CONSIDERED: PREVENTIVE, MULTI-PURPOSE RECREATION AND ACTIVITY PROGRAMS; THERAPEUTIC, MENTAL HEALTH, AND SPECIFIC TREATMENT PROGRAMS; GROUP HOMES AND RESIDENTIAL TREATMENT FACILITIES; AND COMMUNITY-BASED YOUTH ALTERNATIVE PROGRAMS. A SEPARATE SECTION IS DEVOTED TO THE ISSUE OF FUNDING - THE SOURCES, BOTH PUBLIC AND PRIVATE; THE PROCESS OF SEEKING GRANTS; AND THE PROBLEMS AND POLITICS INVOLVED. THE APPENDIX CONTAINS A COPY OF THE ASSESSMENT QUESTIONNAIRE AND AN INFORMATION ON THE 125 YOUTH-SERVING AGENCIES WHO RESPONDED TO THE SURVEY.
