PROBLEMS IDENTIFIED DURING WORKSHOPS HELD TO ASSESS THE SANTA ANA, CALIF., POLICE DEPARTMENT'S TEAM-POLICING PROJECT ARE DISCUSSED, AND THE PROJECT IS DESCRIBED.
Abstract
SUPERVISORY AND MANAGEMENT PERSONNEL MET IN TWO 2-DAY SESSIONS TO REVIEW THE TEAM-POLICING EFFORT. PROBLEMS IDENTIFIED BY THE OFFICERS RELATIVE TO FRAGMENTATION, SUPERVISION, COMMUNICATIONS, AND OTHER MATTERS ARE DISCUSSED, AND RECOMMENDATIONS FOR SOLVING THE PROBLEMS ARE NOTED. AN OVERVIEW OF THE TEAM-POLICING PROJECT DESCRIBES PROJECT ORGANIZATION AND IMPLEMENTATION, WITH PARTICULAR ATTENTION TO EFFORTS TO BUILD POLICE-COMMUNITY RELATIONS. A COMMUNITY WATCH PROGRAM, IN WHICH NONSWORN POLICE SERVICE OFFICERS ASSIGNED TO AREA TEAMS CONTACTED AREA RESIDENTS AND SET UP INFORMAL ORGANIZATIONS DESIGNED TO PROMOTE CITIZEN CRIME PREVENTION INVOLVEMENT, IS DESCRIBED. PROBLEMS ENCOUNTERED IN IMPLEMENTING THE TEAM-POLICING PROJECT ARE DISCUSSED, INCLUDING THOSE RELATED TO CONFLICTS OF RESPONSIBILITY AND ROLE IDENTITY WITHIN THE TEAM-POLICING MANAGERIAL HIERARCHY, LACK OF UNIFORMITY IN SUPERVISION FROM AREA TO AREA, SCHEDULING, RESISTANCE TO COMMUNITY-ORIENTED POLICING, COMMUNICATION AMONG MANAGEMENT PERSONNEL, SUPERVISION OF NONSWORN PERSONNEL, AND OTHER ASPECTS OF PROJECT IMPLEMENTATION. SUPERVISORS' RETREATS AND TEAM RETREATS HELD TO ADDRESS THESE PROBLEMS ARE NOTED. NEW POSITIONS ESTABLISHED AS PART OF THE TEAM-POLICING PROJECT ARE DESCRIBED, AS ARE THE CONTRIBUTIONS OF THE INVESTIGATION, TECHNICAL SERVICES, AND ADMINISTRATION DIVISIONS TO THE PROJECT. THE DEPARTMENT'S TECHNOLOGY TRANSFER ACTIVITIES ARE ALSO NOTED. (LKM)
