RESULTS OF A ONE-YEAR PROJECT CARRIED OUT WITH THE ASSISTANCE OF DISCRETIONARY GRANT FUNDS PROVIDED BY THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION.
Abstract
THE ONE YEAR PROJECT WAS DESIGNED TO RELEASE QUICKLY FROM PRETRIAL CUSTODY, IN LIEU OF BAIL, ALL PERSONS WHO PROMISE TO APPEAR IN COURT AND HAVE CHARACTERISTICS WHICH INDICATE A HIGH PROBABILITY OF APPEARING ON THEIR OWN RECOGNIZANCE. THE FINAL REPORT IS ORGANIZED INTO THREE 'STAND-ALONE' SECTIONS, ALL DESIGNED TO PROMOTE TECHNOLOGY TRANSFER AND DISSEMINATION OF RESULTS AND PROGRAM METHODS. SECTION I CONTAINS A BRIEF DESCRIPTION OF THE PROGRAM, A SHORT SUMMARY OF RESULTS, AND COMMENT ON THE DEMONSTRATION BY THE DIRECTOR OF THE PROJECT. SECTION II CONTAINS THE COMPLETE REPORT OF THE INDEPENDENT EVALUATOR OF THE PROGRAM. THIS EVALUATION SHOWS THAT THE PROGRAM, IN ADDITION TO FURTHERING THE INTEREST OF JUSTICE, HAS RESULTED IN CONSIDERABLE SAVINGS TO BOTH THE ACCUSED AND THE COMMUNITY. SIGNIFICANTLY, SANTA CLARA COUNTY HAS FULLY SUPPORTED PROGRAM FINANCING IN ITS SECOND AND THIRD YEARS OF OPERATION, AND THE PROGRAM HAS SERVED AS A MODEL FOR OTHER JURISDICTIONS.
