PRELIMINARY RESULTS OF THIS PROGRAM WHICH PROVIDED FUNDS TO SIX TARGET COUNTIES IN ORDER TO FINANCE ALL COUNTY JUVENILE JUSTICE NEEDS IN THE AREAS OF JUVENILE DIVERSION AND COMMUNITY-BASED JUVENILE CORRECTIONS.
Abstract
THE OBJECTIVES OF THIS PROGRAM WERE TO DIVERT AS MANY JUVENILES AS POSSIBLE FROM INSTITUTIONAL CARE TO COMMUNITY TREATMENT AND TO DIVERT AS MANY JUVENILES AS POSSIBLE FROM THE CRIMINAL JUSTICE SYSTEM ITSELF. THE ORIGINAL SIX TARGET COUNTIES WERE DEKALB, CLAYTON, COBB, MUSCOGEE, CHATHAM, AND RICHMOND. FUNDING WAS PROVIDED FOR SUCH AREAS AS PROBATION AND TREATMENT PERSONNEL, TREATMENT CENTERS AND PROGRAMS, GROUP HOMES, AND YOUTH SERVICES BUREAU. THE EVALUATION SHOWED SIGNIFICANT DECLINES IN JUVENILE COURT REFERRALS, RECIDIVISM RATES, ADMISSIONS TO YOUTH DEVELOPMENT CENTERS, AND PROBATION CASELOADS AFTER IMPLEMENTATION OF THE PROGRAM. THE PERCENTAGES OF DIVERSIONS FROM THE JUVENILE JUSTICE SYSTEM WERE FOUND TO RISE IN FIVE OF THE COUNTIES.
