This study presents the goals and design of the School Crime and Student Misbehavior Project (SCSMP) along with the program evaluation design, findings, and recommendations.
Abstract
The SCSMP, cosponsored by the U.S. Departments of Justice and Education, involved school districts in Anaheim, Calif.; Rockford, Ill.; and Jacksonville, Fla. Goals were to identify school crime and student misbehavior, prevent or intervene in such incidents, and provide for criminal law enforcement against school crime and the firm and fair application of school rules. Project activities consisted of incident profiling (crime analysis), action planning (intervention development and implementation), and interagency coordination. The evaluation design focused on project processes more than long-term impact on school crime. Data collection involved observation, interviews, and surveys. Project implementation, which proceeded as scheduled from the late summer of 1983 through spring 1985, varied substantially across sites and schools, making generalizations difficult. Project-specific findings detail how the project created a climate of concern about school safety that fostered corrective and preventive actions within and beyond the schools. Evaluation recommendations pertain to the transfer of project methodologies to other sites. Tabular data.
