Following an overview of crime in Thailand, this paper discusses international cooperation in criminal justice administration in Thailand and the rights of foreign offenders.
Abstract
According to the statistics of Thailand's Office of the Attorney General for 1986 to 1992, the crime rate has risen every year, from a total of 939,614 reported cases in 1986 to 2,544,446 reported cases in 1992. The apprehension rate of the police has remained low. A number of well-organized crime groups operate underground in Thailand; most are involved in drug trafficking. International cooperation in criminal justice administration in Thailand is under the International Mutual Assistance in Criminal Matters Act, the Extradition Act, and the Immigration Act. Thailand has cooperated with many nations to fight drug syndicates, but the United States is the Nation most involved because it is the largest market for heroin. The author outlines the provisions of the Measures for the Suppression of the Offenders Related to the Narcotics Offenses Act. A discussion of the rights of foreign offenders focuses on the right to be represented by an attorney and the right to have an interpreter. 29 notes and a table that compares cases received by the Office of the Attorney General in each of the years 1986-92
