This report describes the correctional programs and inmate populations in Scotland's prisons during the 1994-95 year.
Abstract
Inmate populations matched or exceeded previous records. However, escapes declined from the previous year, and no riots or hostage incidents took place. The Service introduced new prison rules, supplemented them with a prisoners' information packet, and implemented improved inmate grievance procedures. The most significant management and organizational changes replaced the rank and grading structure with a new system of pay bands, reduced the number of management levels in prisons, and provided a foundation for performance pay. A major reorganization of nursing services also began, and a new computer-based prisoner records system began operation at selected prisons.
