FINAL REPORT ON A PROJECT TO REDUCE BURGLARY BY 10 PERCENT IN THREE PATROL TEST SECTORS IN SEATTLE THROUGH A PROGRAM TO INVOLVE CITIZENS IN PREVENTION EFFORTS AND TO INCREASE APPREHENSION AND CLEARANCE RATES.
Abstract
THE PROJECT WAS CONDUCTED BETWEEN SEPTEMBER 1973 AND SEPTEMBER 1974. ELEMENTS OF THE PROGRAM INCLUDED TARGET HARDENING BY CITIZENS; FORECASTING PROBABLE TARGETS AND DEVELOPING TEAM POLICING AND PATROL TACTIC PLANS ACCORDINGLY; DEPLOYMENT OF POLICE PERSONNEL FOR ON-SCENE ARRESTS BASED ON FORECASTS OF TARGET PROBABILITY; AND THE USE OF PORTABLE STAKEOUT ALARMS AND VULNERABILITY FORECASTING TO INCREASE CLEARANCE RATES FOR NON-RESIDENTIAL BURGLARIES. A SIGNIFICANT DECREASE IN THE BURGLARY RATE OCCURRED IN ONLY ONE OF THE SECTORS, AND DATA INSUFFICIENCY MADE IT IMPOSSIBLE TO DETERMINE IF THIS WAS A RESULT OF INCREASED CRIMINAL ACTIVITY IN OTHER SECTORS.
