THE SEATTLE POLICE DEPARTMENT ADMINISTERS A PROJECT WHICH EMPLOYS CIVILIAN COMMUNITY SERVICE OFFICERS (CSO'S), SUPERVISED BY A CIVILIAN PROJECT DIRECTOR, TO PERFORM PATROL AND A WIDE RANGE OF NON-LAW ENFORCEMENT SERVICES.
Abstract
CSO SERVICES INCLUDE SUCH THINGS AS TRANSPORTATION OF SICK AND INJURED PERSONS, MEDIATION OF FAMILY AND NEIGHBORHOOD DISPUTES, AUTO BREAKDOWNS, VISITS TO SHUT-IN ELDERLY PERSONS, MARKING PERSONAL PROPERTY, REPORTING STREET, SIDEWALK AND LIGHTING PROBLEMS, FIRST AID, ETC. BASED UPON PROJECT OBJECTIVES, THE PROGRAM HAS BEEN SUCCESSFUL IN MAKING A SYSTEM IMPACT THROUGH PROVIDING SERVICES TO THE COMMUNITY AND RELIEVING POLICE OFFICERS OF NON-LAW ENFORCEMENT DUTIES. HOWEVER, THE PROJECT HAS NOT BEEN AS SUCCESSFUL IN UPGRADING CSO EMPLOYMENT STATUS AND SKILLS. TO SOME EXTENT, THE LATTER FAILING HAS BEEN DUE TO OTHER FACTORS BEYOND PROJECT CONTROL (I.E., THE SEATTLE POLICE DEPARTMENT HIRING FREEZE). (AUTHOR ABSTRACT MODIFIED)
