THIS IS AN EVALUATION OF A PROJECT TO DEVELOP A PROGRAM AND AN INCREASED CAPACITY FOR PROTECTING SEATTLE CONSUMERS FROM CONSUMER FRAUD.
Abstract
THE OVERALL STRATEGY FOR THE CONSUMER CRIME PREVENTION PROGRAM WAS TO REDUCE CONSUMER CRIME THROUGH THE PROMOTION OF GENERAL PUBLIC EDUCATION REGARDING: SPECIFIC SUBSTANTIVE STANDARDS, REQUIREMENTS AND PROHIBITIONS, PENALTIES AND SANCTIONS FOR VIOLATIONS, AND ENFORCEMENT AGENCIES. IT WAS BELIEVED THAT PUBLIC EDUCATION WOULD PROMOTE REPORTS OF SUSPECTED VIOLATIONS BY CONSUMERS, EMPLOYEES, AND COMPETITORS. THIS WOULD RESULT IN ENFORCEMENT ACTION BROUGHT ABOUT BY THE CONSUMER CRIME PREVENTION PROJECT THROUGH INVESTIGATION, CASE PREPARATION, TRIAL, FINDINGS, AND SANCTIONS. THE EVALUATORS CONCLUDED THAT WITHIN THE TWO-YEAR PERIOD OF OPERATION OF THE PROJECT, THERE HAS BEEN AN INCREASE IN SUCCESSFUL ACTIONS TO IDENTIFY CONSUMER CRIME OFFENDERS, FILING AND PROSECUTING CHARGES OF ILLEGAL BUSINESS ACTIVITIES, PUNISHING OFFENDERS THROUGH JUDICIAL CONVICTION, AND REVOCATIONS OR NON-RENEWALS OF BUSINESS LICENSES.
