EVALUATION OF A SYSTEM DESIGNED TO REDUCE THE RATE OF JUVENILE CRIME BY OBLIGING YOUTHS TO PERFORM EITHER MONETARY OR COMMUNITY SERVICE RESTITUTION FOR THEIR OFFENSES.
Abstract
THE ACCOUNTABILITY BOARD COMPONENT WAS ORGANIZED BY THE SEATTLE LAW AND JUSTICE PLANNING OFFICE IN RESPONSE TO THE RISING RATE OF JUVENILE CRIME. THE HISTORICAL BACKGROUND AND PRESENT STRUCTURE OF THE PROJECT IS SUMMARIZED AS WELL AS DESCRIPTIVE DATA SUCH AS CLIENT POPULATION STATISTICS AND SERVICES PROVIDED WHICH ARE RELEVANT TO PROJECT OPERATION. A FULL PRESENTATION AND EXPLANATION OF STATISTICAL ANALYSES OF THE CRIME IMPACT OF THE SYSTEM AFTER TWO YEARS ARE PROVIDED. DATA INDICATES THAT RECIDIVISM RATE REDUCTION IS SIGNIFICANT AMONG YOUTHS PROCESSED BY ACCOUNTABILITY BOARDS. TABLES INCLUDE DATA ON CLIENT CHARACTERISTICS, BOARD SERVICES AND ACTIONS, AND RECIDIVISM RATES.
