The SCA supports federal grants for vital programs and systems reform aimed at improving the reentry process for youth and adults who are leaving detention or incarceration. SCA grants are administered and funded by the U.S. Department of Justice’s Office of Justice Programs (OJP). This factsheet lays out the purpose of the Pay for Success Initiative, an outcomes-based contracting (OBC) that ties payment for services to reaching agreed-upon program goals.
