This report provides guidance on making arrangements for juvenile detention placements in England and Wales.
Abstract
One of the primary aims of the Youth Justice Board in England and Wales is to promote consistency of practice among agencies working with young offenders. Since April 2000, the Youth Justice Board has assumed responsibility for commissioning and purchasing facilities for all juveniles sentenced or remanded to detention within the Juvenile Secure Estate. This report offers guidance from the Youth Justice Board on how to make juvenile placements under the new system. Following a discussion of the reasons for, and objectives of, the new juvenile detention arrangements in section 1, section 2 offers guidance for booking a placement, including an outline of the provisions for making a booking, court ordered secure remands, and remands to detention. Section 3 presents the factors that influence choice of juvenile detention placement including the vulnerability of the juvenile, the need for local placements, and the importance of matching regimes to needs. Section 4 outlines general matters, such as how to obtain out of hours service, juvenile holding arrangements prior to transfer to the secure facility, transport arrangements, and placement transfers. Section 5 contains the appendixes, which includes the Youth Justice Board Placement Centre Contact Sheet, the Secure Facilities Booking Form, and the Vulnerability Alert Form, among others. Appendixes
