DESCRIPTION OF MASSACHUSETTS' EXPERIENCE ESTABLISHING SECURITY AND PRIVACY SAFEGUARDS DURING A CHANGEOVER FROM INDIVIDUAL MANUAL RECORD SYSTEMS TO AN INTEGRATED COMPUTERIZED CRIMINAL JUSTICE INFORMATION SYSTEM.
Abstract
IT WAS DETERMINED THAT THE INITIAL CONVERTED RECORDS, WHICH WOULD FORM THE DATA BASE, WOULD BE LIMITED TO THE RECORDS OF PERSONS APPEARING IN COURT FOR A SERIOUS OFFENSE WHO HAD A PREVIOUS CONVICTION AND A FINGERPRINT CARD ON FILE AT THE MASSACHUSETTS BUREAU OF IDENTIFICATION. INFORMATION DISSEMINATION AND ACCESS WAS LIMITED TO CRIMINAL JUSTICE AGENCIES AND THOSE PERMITTED ACCESS BY STATUTE. MASSACHUSETTS ALSO PROVIDED FOR AN INDIVIDUAL TO INSPECT AND CHALLENGE THE RECORD....ELW
