This handbook provides guidelines for building and personnel security pertinent to churches, synagogues, schools, and commercial and public buildings.
Abstract
Provisions for exterior lighting, fences, skylights, fire exits and stairways, window locks, and doors are detailed. Protective devices, such as intrusion and fire detection-alarm systems, are recommended not only as safeguards, but as effective deterrents if their use is publicized. Office equipment and storage devices -- safes, fire-resistant metal cabinets, and a key control system -- are described, as is a personal identification system, which uses identification cards and numbered, color-coded passes. The screening of repair and delivery persons is advised, and a policy of confidentiality is considered important in protecting an institution's personnel. Employees' knowledge of security procedures and potential security problems is emphasized. Checklists for responding to incidents such as vandalism, burglaries, mail bombs, and bomb threats are provided. Appendixes describe the New York Police Department's crime prevention programs and the Anti-Defamation League's vandalism report form and model vandalism statute.
