THE SECURITY FUNCTION AND ITS RELATIONSHIP TO OTHER MANAGEMENT RESPONSIBILITIES, WITH EMPHASIS UPON THE PRIVATE SECTOR.
Abstract
ORGANIZATIONAL SECURITY IS DEFINED AS A SERVICE FUNCTION WHOSE PURPOSE IS TO DEVELOP A SOCIAL AWARENESS FOR THE PROTECTION OF LIFE AND PROPERTY WITHIN PRIVATE AND PUBLIC INSTITUTIONS AS A COLLECTIVE RESPONSIBILITY COMPLEMENTING LAW ENFORCEMENT. THIS TEXTBOOK VIEWS THE ORGANIZATIONAL ENTITY AS A WHOLE AND EMPHASIZES THE RELATIONSHIPS OF THE SECURITY FUNCTION TO OTHER MANAGEMENT RESPONSIBILITIES. THE TEXT IS DIVIDED INTO FOUR MAJOR PARTS, CONCEPTUAL, ANALYTICAL, AND FUNCTIONAL FRAMEWORKS, AND A DETAILED GLOSSARY OF SECURITY MANAGEMENT VOCABULARY. PART I, THE CONCEPTUAL FRAMEWORK, PRESENTS THE EVOLVING BACKGROUND OF THE CURRENT ORGANIZATIONAL SECURITY FUNCTION. IT ANALYZES THE FUNDAMENTAL AND IMPLICIT ASSUMPTIONS OF HISTORIC PRACTICES AND THOUGHT TO DEVELOP A PHILOSOPHY BASIC TO CURRENT OPERATIONS IN THE FIELD. THE ANALYTICAL FRAMEWORK DESCRIBES THE BASIC SERVICES OF ORGANIZATIONAL SECURITY AND THE RELATED PROBLEMS. SUFFICIENT MATERIAL IS PRESENTED TO ENABLE THE READER TO GENERALIZE HIS KNOWLEDGE AND UNDERSTANDING OF SECURITY REQUIREMENTS SO THAT HE CAN ASSUME A PRINCIPLED POINT OF VIEW IN ALL COMMON CASES AND ON MOST PROBLEM AREAS. THE FUNCTIONAL FRAMEWORK, COMPRISES THE OPERATIONAL INFORMATION ON ORGANIZATIONAL SECURITY MANAGEMENT PRESENTED IN A TOTAL AND OPEN SYSTEMS APPROACH. THIS MATERIAL IS DIVIDED ALONG LINES OF THE PERVASIVE (TO ALL ORGANIZATIONAL FUNCTIONS) MANAGERIAL FUNCTIONS. AMONG THE AREAS DISCUSSED ARE SECURITY PLANNING, STAFFING, THE ROLE OF SECURITY PERSONNEL AS REPRESENTATIVES OF THE ORGANIZATION, AND THE IMPORTANCE OF MANAGEMENT FLEXIBILITY AND INNOVATION.
