Law enforcement programs that aired on South Carolina's Educational Television Network in July 1993 focused on drug forfeiture, drug detection, reasonable suspicion, and school security.
Abstract
In the program segment on drug forfeiture, a case was presented in which a drug task force seized $53,082 from two persons in the Detroit Metropolitan Airport. The initial approach to the suspects was made because they fit a drug profile. The U.S. District Court for the Eastern District of Michigan ruled that the currency was seized in violation of the fourth amendment and that the government did not have probable cause to support the forfeiture. Legal aspects of the case are reviewed as they pertain to airport stops and searches, trial court rulings, what constitutes a seizure, what constitutes a valid consent to search, whether a seizure is reasonable, whether reasonable suspicion can justify warrantless seizure in limited circumstances, dog sniffing of luggage, probable cause, and the exclusionary rule's applicability to forfeiture cases. The program segment on school security examined violent incidents, the role of police officers in school crime prevention, isolated school areas where crimes can occur, the importance of school supervision, and gun control education. The program also stressed the need for cooperation between schools, law enforcement, and community agencies to prevent violence in schools.
