FINAL REPORT OF A COMMITTEE CHARGED WITH DETERMINING, ON THE BASIS OF CONSIDERATIONS OF PUBLIC SAFETY AND COST EFFECIVENESS, WHICH MINNESOTA STATE CORRECTIONAL INSTITUTIONS SHOULD BE RETAINED.
Abstract
TO ACCOMPLISH THIS, THE COMMITTEE CONDUCTED RESEARCH ON ALL STATE CORRECTIONAL PHYSICAL FACILITIES. A STUDY WAS INITIATED IN ORDER TO PREDICT THE NUMBERS AND TYPES OF ADULT AND JUVENILE OFFENDERS THAT THE CORRECTIONAL SYSTEM WOULD BE EXPECTED TO ACCOMMODATE IN 1985. THE COMMITTEE RECOMMENDS THAT THE DEPARTMENT OF CORRECTIONS DEVELOP A PLAN THAT WILL LEAD TOWARD A GOAL OF SMALL SPECIALIZED SECURE STATE FACILITIES FOR A TOTAL OF 500 TO 600 INMATES. TRANSITION TO THESE INSTITUTIONS WOULD ALLOW THE CLOSING OF MOST PRESENT INSTITUTIONS AS THEY NOW EXIST BY THE EARLY 1980'S. FUNDING SHOULD BE EXPANDED TO ASSURE EFFECTIVE DEVELOPMENT OF NON-INSTITUTIONAL COMMUNITYBASED CORRECTIONAL PROGRAMS - THUS ENABLING SIGNIFICANT REDUCTION TO INSTITUTIONAL POPULATIONS. THE LEGISLATURE SHOULD ALLOCATE SUFFICIENT FUNDS FOR UPGRADING THE COMPENSATION AND TRAINING OF CORRECTIONAL OFFICERS/ CUSTODIAL STAFF TO THE LEVEL OF LAW ENFORCEMENT AGENCIES IN MINNESOTA.
