THE ORGANIZATION OF ATTORNEYS GENERAL'S OFFICES, APPROPRIATIONS, FEDERAL GRANTS, SALARIES, AUTHORIZED STAFF POSITIONS, AND CURRENT PUBLICATIONS ARE INDICATED IN STATE-BY-STATE LISTINGS.
Abstract
THE INFORMATION ON BUDGETS AND SALARIES OF ATTORNEYS GENERAL'S OFFICES CONTAINED IN THIS REPORT WAS TAKEN FROM A QUESTIONNAIRE SENT TO ATTORNEYS GENERAL'S OFFICES IN AUGUST OF 1978. THE QUESTIONNAIRE WAS RETURNED BY EACH JURISDICTION, WITH THE EXCEPTIONS OF ARIZONA, COLORADO, KENTUCKY, NEW HAMPSHIRE, NEW MEXICO, OKLAHOMA, PUERTO RICO, RHODE ISLAND, AND SAMOA. INFORMATION FOR THE JURISDICTIONS NOT RETURNING QUESTIONNAIRES WAS TAKEN FROM A PRIOR YEAR'S REPORT. INFORMATION IS PRESENTED IN STATEBY-STATE LISTINGS, AND A SUMMARY AND ANALYSIS IS GIVEN FOR EACH SUBJECT. IT IS INDICATED THAT 47 OF THE 54 JURISDICTIONS EACH APPROPRIATE OVER $1 MILLION ANNUALLY TO THEIR ATTORNEYS GENERAL'S OFFICE, AND ONLY 2 APPROPRIATE LESS THAN $500,000 ANNUALLY. MOST OFFICES' BUDGETS ARE SHOWN TO INCLUDE SOME SPECIAL APPROPRIATIONS, USUALLY TO FUND A PARTICULAR UNIT OR A SPECIAL PROJECT IN THE OFFICE. OF THE 45 OFFICES REPORTING, 18 HAVE REVOLVING FUNDS, WITH MOST OF THESE USED FOR ANTITRUST ENFORCEMENT. OF THE 45 OFFICES REPORTING, 29 HAD CURRENT GRANTS FROM THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION (LEAA), WITH THE SIZE OF THE GRANTS RANGING FROM AN ESTIMATED $1,200 TO ALMOST $1.5 MILLION. LEAA GRANTS ARE USED MOST OFTEN FOR TRAINING, ORGANIZED CRIME AND CORRUPTION CONTROL, CRIMINAL JUSTICE STATISTICS, AND CRIME LABORATORIES. THE ATTORNEYS GENERAL OF 31 STATES RECEIVED GRANTS FROM THE U.S. DEPARTMENT OF JUSTICE FOR ANTITRUST ENFORCEMENT. ATTORNEYS GENERAL'S SALARIES RANGE FROM $25,000 TO $60,000 PER YEAR, WITH 21 JURISDICTIONS PAYING THE ATTORNEY GENERAL $40,000 OR MORE. THERE ARE REPORTED TO BE 7,825 FULL-TIME AND 369 PART-TIME ATTORNEYS IN STATE GOVERNMENT; OF THESE, ALL BUT 2,797 FULL-TIME AND 167 PART-TIME ATTORNEYS ARE LOCATED IN ATTORNEYS GENERAL'S OFFICES OR ARE PAID BY THEM.
