MANUAL AND MACHINE SHORTHAND, AUDIO-RECORDING, VOICE WRITING, AND VIDEO RECORDING METHODS WERE EXAMINED AND COMPARED BASED ON INTERVIEWS WITH COURT PERSONNEL, ONSITE VISITS TO COURTROOMS, AND A REVIEW OF THE LITERATURE.
Abstract
ANALYSIS INDICATED THAT MULTI-TRACK AUDIO RECORDING SYSTEMS WERE THE MOST FEASIBLE AND ECONOMIC METHOD FOR THE OREGON DISTRICT COURTS TO EMPLOY FOR RECORDING COURT PROCEEDINGS WHEN THEY BECOME COURTS OF RECORD AND THAT A STANDARDIZED AND CENTRALIZED STATEWIDE ELECTRONIC RECORDING SYSTEM IS BEST SUITED FOR THESE COURTS. EFFECTIVE OPERATION OF SUCH A SYSTEM WOULD REQUIRE: (1) STATEWIDE COORDINATION AND FUNCTIONAL DIRECTION OF DISTRICT COURT REPORTING SERVICES, (2) COMPATIBILITY STANDARDS FOR RECORDING, TRANSCRIBING AND DUPLICATING EQUIPMENT, (3) STANDARDIZED EQUIPMENT AND OPERATIONAL GUIDELINES, (4) A STATEWIDE UNIFORM EQUIPMENT MAINTENANCE CONTRACT, (5) COURT OWNERSHIP OF THE RECORD OF DISTRICT COURT PROCEEDINGS, (6) AUDIO RECORDINGS TO BE THE OFFICIAL RECORD AND USED AS THE RECORD FOR APPEAL PURPOSES, AND (7) PROVISION FOR TRANSCRIPTION WHEN NEEDED.
