To 'sell' a security program within an organization requires (1) establishing a need for it, (2) providing a means to fulfill that need, (3) ensuring that the benefits of meeting the need outweigh the costs of not doing so, and (4) making sure that people understand the need and the benefits of the program.
Abstract
Avoid excessive technical detail; make an effort to understand where others in the organization are coming from; approach management one step at a time, with small projects that will build credibility.
