THIS REPORT CONSIDERS THE POSSIBILITY OF INSTITUTING EDUCATIONAL PROGRAMS TO ASSIST JUDGES IN STARTING, OPERATING, AND MONITORING ALCOHOL REFERRAL SYSTEMS TO IDENTIFY AND/OR TREAT PEOPLE WITH DRINKING PROBLEMS.
Abstract
SUCH A REFERRAL SYSTEM WOULD INVOLVE USING COURT SUPPORT PERSONNEL TO PROVIDE PRESENTENCE REPORTS OR (BETTER) SCREENING AND CATEGORIZATION TECHNIQUES TO ASSIST JUDGES IN REFERRING DEFENDANTS TO APPROPRIATE TREATMENT. THE SIZE OF THE TARGET GROUP FOR AN ALCOHOL REFERRAL SYSTEM (THE NUMBER OF ARRESTS AND PEOPLE INVOLVED IN ALCOHOL INVOLVEMENT CASES) AND THE SIZE AND NATURE OF THE TARGET GROUP FOR JUDICIAL EDUCATION IN ALCOHOL REFERRAL (THE NUMBER OF JUDGES IN THE COURTS THROUGHOUT THE NATION WHO HANDLE ALCOHOL-RELATED CASES) ARE ESTIMATED. THE OBJECTIVES OF JUDICIAL EDUCATION IN ALCOHOL REFERRAL IN RELATION TO THE SPECIFIC NEEDS OF EACH OF THE COURTS (APPELLATE, JUSTICE OF THE PEACE AND MAGISTRATES, JUVENILE, AND LIMITED AND GENERAL JURISDICTION) ARE DISCUSSED AND THE PRIORITY FOR AND FEASBILITY OF ACHIEVING EACH OBJECTIVE ARE EVALUATED. THE PRINCIPAL ON-GOING EFFORTS IN JUDICIAL EDUCATION ARE THEN DESCRIBED WITH EMPHASIS BEING PLACED ON THOSE TOUCHING ON ALCOHOL REFERRAL. THE SUBJECT-MATTER AND INSTRUCTIONAL TECHNIQUES TO BE USED IN THE PROPOSED PROGRAMS ARE ALSO IDENTIFIED AND SUMMARIZED, ALONG WITH THE SCHEDULING OF PROGRAMS AND PUBLIC AND PRIVATE FUNDING SOURCES. REFERENCES ARE INCLUDED.
